1929年1月、ウォーラーが音楽を担当し、ルイ・アームストロングが出演したミュージカル『Hot Chocolates』が初演されるHot Chocolates|IBDB:The official source for Broadway Information。同年、シングル「Ain't Misbehavin'」がヒット。その後も「Honeysuckle Rose」(1934年)等をヒットさせた。1936年には、ウォーラーが俳優として出演した映画『バーレスクの王様』公開。
イェール大学で知り合ったDavid Shireとのコンビ活動を始め、1968年コンビで書いた「The Girl Of The Minute」で事実上のデビュー。1978年オフ・ブロードウェイ「Starting Here, Starting Now」の作詞・監督が出世作となり、「David Shire」と共にグラミー賞「Best Original Cast Recording」にノミネートされた。
1978年「Ain't Misbehavin」では脚本家としてトニー賞「Best Direction Of A Musical」を受賞。1983年「Baby」で脚本家,作詞、1986年「Song And Dance」で脚本,作詞(合作)、1989年「Miss Saigon(ミス・サイゴン)」で作詞(合作)、など以降もトニー賞の常連としてノミネート作品に関わっている。
